I want to buy the LG Env 3 without a plan.?

The reason being is the only plan I can actually afford comes with a measly 450 minutes... so what I was thinking was if I bought the env 3 phone by itself, could I just buy the top up cards verizon has (INpulse) and just use the env 3 like that?
