Using dehumidifier/heater in tool room with cinder block exterior wall. Why is paint falling off exterior?

I discovered yesterday that the paint is separating from the cinder block and falling off in large strips on the exterior cinder block wall of this tool room in my garage. Could the dehumidifier and heat inside cause this?
