Is it normal for a guy you are dating to like his dogs more than you? Have his dogs be his #1, you #3?

A guy I was dating, who wanted me to be his girlfriend, asked me if I was, "Jealous of his dogs?" I told him that I would never be jealous of his dogs, but I was jealous about the amount of time he spent with them as compared to me. He acted very offended, and went on a long tirade all about his dogs needs. He said his dogs were his children and stabilized his life, and I would come third after his dogs, and his work. Is this normal? Isn't it normal for a guy to put his woman first or equal to his pets?
