My pellet gun barrel might be rusting?

I have a Remington Vantage pellet gun with a blued barrel. It is a break barrel and when I shot it today I noticed that the barrel felt very rough, so I wiped it down with a rag and brown was on the rag. Also it has been in my basement and it has rained a lot lately. Is this rust and what can I do to fix/prevent it
